geen normen kunnen overeenkomen en deze in hun organisaties opleggen. An
deren zouden zeker volgen. Staatsarchivarissen zoeken de leidende hand van
de National Archives, plaatselijke en regionale archivarissen die van de staats
archieven. Hoewel de Society of American Archivists een landelijke vereni
ging is, mist zij voldoende gezag om haar zeer nuttige richtlijnen op te leggen.
Opleiding is een zeer handig hulpmiddel om normen te verspreiden en aan
vaard te krijgen.

De toekomst
Is de toekomst somber? Het antwoord is nee. De literatuur laat zien dat zowel
in Canada als de vs de laatste decennia jaren van enorme uitbreiding van het
vak van archivaris waren. Publiek en overheid werden zich meer bewust van
de mogelijkheden van archieven. Openbaarheid van archieven en bescherming
van de persoonlijke levenssfeer in samenhang met automatisering leggen een
geweldige druk op de verantwoordelijkheden van de archivarissen. Zij heb
ben een sleutelrol bij vragen over de organisatie en de controle van informa
tie. Deze vragen moeten natuurlijk overal beantwoord worden. Gelukkig ken
nen beide landen intelligente en toegewijde archivarissen, zowel in overheids-
als in particuliere instellingen, die op deze uitdaging voorbereid zijn. In veel
Europese landen heeft een zelfde ontwikkeling in de jaren zeventig en vroege
tachtig plaats gehad. Een kleine groep van vrij jonge archivarissen is bezig met
de grote problemen en zoekt naar nieuwe wegen om deze uitdaging aan te kun
nen. Wanneer we tot slot het archiefwezen in Europa en Noord-Amerika ver
gelijken, dan zou de conclusie mogen luiden: 'Verschillen in het verleden, over
eenkomsten in de toekomst'.

Summary
For the Second European conference on Archives the author made a compari
son between the European and the North American archival systems. His con
clusions are:
In Canada there is a stronger public archival tradition whereas the 'library tra
dition' seems to be less developed. In the United States however the archival
world seems to be split in two, with a strong section of private collecting repo-

sitories and a section of well-developed public archives especially at the state
level.
In Canada public archives do not restrict themselves to taking care of public
archives. In the United States public archives do restrict themselves to public
records. Private archives are the domain of the private repositories, and whe
re public archives fail to take even their own responsibilities, private reposito
ries tend to take their place.
Library science in Canada and the United States has a strong influence: in the
United States because of the long standing library tradition, and in both coun
tries because a specific training is, or in the case of Canada, was missing. It
is one of the problems in Europe that the archival world is quite isolated from
other information sciences.
Training should be stimulated to offer a clear concept of what an archivist
is, to promote standardization and to improve the image and standard of the
archival profession.
Strengthening the local archives system should get the major attention and sup
port of the archival community.
The American experience should make European archivists aware that the de
velopment of a format to create a European automated database of archival
holdings for reference use, and the implementation of such a system, should
be a priority for the near future. It would change and improve the writing of
history in Europe enormously.
Communication between European archivists which is very weak at the mo
ment, should be improved, not only because of the possibility that a United
Europe will be established in 1992, but even more to combine knowledge to
master future archival problems. It has become a necessity to found a Society
of European Archivists.
