a holds a certificate as referred to in paragraph 1 of Section 31 or has been admitted
under paragraph 2 of Section 31 for traning as a middle-grade archivist by the Stale
School for the Training of Archivists, and
b has worked successfully as a trainee in one or more repositories having a senior
or middle-grade archivist as custodian, or worked sucessfully as a trainee under the
supervision of a Provincial Inspector, for at least one year. Proof of this shall be
submitted to the examining board in the form of a written statement issued by the
custodian or the supervisor. The examining board may ask to see the work or works
prepared by the trainee in the course of his activities.
2 In special cases, Our Minister may admit to the examination persons who meet the
requirement referred to in paragraph lb but do not hold a certificate as referred to in
paragraph 1 of Section 31, nor have been admitted under paragraph 2 of that Section
for training as a middle-grade archivist by the State School for the Training of Archi
vists.
Section 39. 1 The examination conferring the qualification of middle-grade archivist
shall comprise the subjects listed in paragraph 3 of Section 28 under a to f inclusive.
2 The examining board shall, if requested, grant exemption from taking examina
tions in one or both of the subjects listed in paragraph 3 of Section 28 under e and f
to those who have passed examination(s) in these subjects at a Netherlands university,
or shall have passed one of the examinations to be designated by Our Minister.
3 The examining board shall, if requested, enable those admitted to the examination
also to take examinations in one or more of the subjects referred to in paragraph 3a
of Section 29. An entry to that effect shall be made on the certificate referred to in
paragraph 4 of Section 41.
Section 40. 1 The examination mentioned in the preceding Section shall be conducted
at one sitting, unless otherwise provided by Our Minister.
2 Our Minister shall fix the length of the examination for each individual subject.
Section 41. 1 Candidates shall be enabled to sit at least once a year an examination
conferring the qualification of senior or middle-grade archivist at a place and on a
place and on a date to be determined by the Chairman of the examining board.
2 Our Minister shall fix a fee for an examination referred to in paragraph 1,
which shall be paid before the examination is taken.
3 Every examination or part thereof shall be conducted by at least three members
of the examining board.
4 Those who have passed an examination referred to1 in paragraph 1 shall be
awarded a certificate satisfying requirements to be laid down by Our Minister.
5 A candidate may be refused permission to re-sit an examination for a minimum
period of three months and a maximum period of one year.
Section 42. Trainees as referred to in paragraph lb of Section 35 or in paragraph
lb of Section 38 shall be eligible for an allowance from the National Exchequer on
Our Minister's recommendation.
CHAPTER VI
Procedure to be followed by the Archives Council
(Archives Act, 1962, Section 10)
Section 43. The Archives Council shall meet as often as the Chairman considers ne
cessary or within a month after the Chairman has received a written request to that
effect from at least four members.
Section 44. 1 The Council shall have the right to invite non-members to attend its
meeting, to take part in its deliberations and to supply it with information.

2 The Council shall have the right to set up committees with a view to supplying it
with information; non-members may sit on such committees.
3 If the Chairman of the Council is a member of a committee, he shall be Chairman
of that committee. If he is not a member, the Council shall designate a member of
the committee as Chairman.
4 The committees shall have the right to invite non-members to attend their meet
ings, to take part in their deliberations and to supply them with information.
Section 45. Letters requesting members to attend a meeting shall be sent at least ten
days in advance. As far as possible, the matters to be dealt with shall be stated in
such letters.
Section 46. 1 The Council and the committees shall take decisions only if more than
half the members are present. They shall take their decisions by a majority of votes.
2 Voting shall be oral on matters not relating to persons. A proposal shall be deemed
to have been rejected if the votes are equally divided.
3 Voting shall be in writing, and voting slips unsigned, on matters relating to per
sons. If the votes are equally divided, a second vote shall be taken. If the votes are
again equally divided, the issue shall be settled by lot.
Section 47. If the Secretary is not a member of the Council, he shall attend the
meetings in an advisory capacity.
Section 48. Before 1 May of each year the Council shall report to Our Minister
on its activities during the past year. Our Minister for Home Affairs shall receive a
copy of the report through the intermediary of Our Minister.
CHAPTER VII
Responsibillity for Central Government Archives and Archives of Public Bodies Re
ferred to in Paragraph 1 of Section 38 of the Archives Act, 1962, with the Exception
of those Transferred to State Repositories (Archives Act, 1962, Section 18 and Para
graph 2 of Section 38).
Section 49. 1 The Upper and Lower Chambers of the States-General, the other
High Councils of State, the Head of Our Office, Our Ministers, Head of Government
Departments, Our Ministers without Portfolio and the Executive Committees or, in
cases where there are no Executive Committees, the Managing Committees, of the
public bodies referred to in paragraph 1 of Section 38 of the Act shall lay down
regulations concerning the custody of their records and those of any organs coming
under them, where these have not been transferred to State repositories. In so far as the
Central Government Post and Records Decree, 1950, Staatsblad K 425, applies to the
records, they shall be kept in accordance with the regulations laid down in that Decree.
2 They shall see to it that those responsible for the custody of records shall inven
tory them.
3 They shall see to it that appropriately arranged and classified records shall not,
unless they are less than ten year old, be reclassified on the basis of other classific
ations sytems without Our Minister's consent.
1 They shall take measures or have measures taken regarding the safe-keeping
of their records and the provision of storage space for them.
Section 50. 1 Our Ministers, Heads of Government Departments and Our Ministers
without Portfolio shall see to it that, when a temporary Central Government advisory
or other body is set up, regulations are laid down regarding the keeping of its records
after the body has been dissolved.
2 They shall see to it that, when a Central Government body under them is
dissolved, regulations are laid down regarding the keeping of its records, if this has
not already been done.
