van gegevens, zelfs binnen de beperkte reikwijdte van overheidshandelen, volstrekt
illusoir is. De gehanteerde methoden en instrumenten van waardering en selectie
zijn echter nog steeds gebaseerd op de premisse van het hebben van overzicht.
Om die reden is het van belang om na te denken over nieuwe modellen en nieuwe
vormen van waardering en selectie die aansluiten bij de hedendaagse ontwikkelin
gen op het terrein van communicatie en informatietoepassingen. Het juridisch-
archivistische model van absolute tweedeling van bewaren en vernietigen beschouw
ik echter als failliet. Maar wat moet daar dan voor in de plaats komen? Ik heb een
aantal nieuwe vormen van selectie, in de vorm van curation besproken en kom tot de
conclusie dat een meer pragmatisch selectiemodel de moeite waard is om verder te
verkennen. Natuurlijk zitten daar nog heel wat (juridische) vragen, haken en ogen
aan die niet op voorhand beantwoord kunnen worden. Niets doen is echter geen
optie. Juist in een tijd waarin de belangrijke maatschappelijke waarden waar de
archiefsector voor staat (denk aan het bewaken van de authenticiteit van gegevens,
het kennen van de context van vorming en gebruik van informatie en het kunnen
reconstrueren van overheidshandelen) door toepassing van nieuwe technologieën
geconfronteerd wordt met nieuwe fenomenen op het gebied van informatieverwer
king, is het zaak om na te denken over en te experimenteren met nieuwe modellen
die aansluiten op deze nieuwe werkelijkheid.

The widespread adoption of the outsourced model of business operation, the
ubiquity of cloud-based services, the proliferation of specific activity-focussed IT
services and the expectations of mobile 24/7access, combined with concerns about
the protection of personal information and increased cyber-crime, all constitute real
challenges to management of business, information and records. Organisations are
facing real risks of system and service failure, high cost issue resolution, and
catastrophic information and reputation loss because an information-focussed
analysis of business needs is not often undertaken before the development and
deployment of new systems and services. The rapid and widespread move to new
digital business environments means that digital records are frequently not adequate
and not kept. Recordkeeping, and front end or proactive appraisal in particular, is
needed to resolve these issues.
1. Appraisal in 2016
Appraisal today more often refers to the assessment of existing records for their
potential to be retained as the corpus of documentary cultural heritage, rather than
to the assessment of current business activities to identify recordkeeping
requirements for creation, management and accountability into the future.
However the function of appraisal - defining the records that need to be made and
how long they need to be kept - is critical today because it is not an automatic
component of most contemporary business processes. In a paper world, the record
artefact persisted as a physical object requiring management. However today, a static
document-based record is not generated by most transactions. Instead systems and
processes are evolving to be workflow and metadata based. Documents are replaced
by elements in a database, signatures are becoming metadata and workflow.
Business processes that used to be driven by forms or memos or emails, are now
being designed into systems and are driven by business rules and permissions.
Technology has redefined records while limiting or eliminating traditional forms of
accessibility, portability and comprehensiveness. In part this is occurring because
the distinction between information management and managing records as a
specific subset of information, is poorly understood.
