In 1811, Java, which was previously a Dutch trading post, came under the sphere of influence of the British Empire. Continuing some of the previous administration's system, Lieutenant Governor Thomas Stamford Raffles, as the representative of British government, introduced Index registers on the verbaal of the General Secretary, first half nineteenth century.
