International co-operation
18 To assist the regional branches in identifying and remo
ving obstacles to their progress and to promote communi
cation between regional branches and ica sections, com
mittees and working groups in order to secure higher effi
ciency;
19 To foster inter-branch cooperation for the promotion
of archives and records management in all the regions;
20 To continue its cooperation with other international
organizations in related fields and to promote such coope
ration at international and national level;
21 To convey to the Director General of unesco its ap
preciation for the continuing assistance to countries at va
rious levels of development for the advancement of archi
ves and records management services, and to explore, with
unesco, ways and means of accelerating the moderniza
tion of records and archives management programmes in
these countries.
Protection of the archival heritage
22 The two thousand and five hundred participants mee
ting in Montreal at the xnth International Congress on
Archives, reaffirming their pledge to preserve the archival
heritage of mankind, and distressed by the widespread or
deal of war and combat, which jeopardizes the integrity of
archives and subjects them to destruction, disarrangement
and capture, urge ica:
to prepare specific plans and publications to assist
governments in preventing damage to archives in the
event of war and natural disaster;
to urge members to take timely actions to protect thre
atened archives;
to cooperate with members and national and interna
tional bodies in efforts to reconstitute destroyed informa
tion from archives.
Special motions
22 The xnth International Congress on Archives expres
ses its gratitude to all national and international, public
and private, organizations which have supported the im
plementation of the ica Programme between 1988 and
1992;
24The xnth International Congress on Archives records
its appreciation to the rapporteurs and all other colleagues
who insured that the provided stimulating and challen
ging explorations of professional issues;
25 The xii th International Congress on Archives declares
its profound gratitude to the governments of Canada and
Quebec, to the National Archivist of Canada and the
Conservateur des Archives Nationales du Quebec, to the
Congress Director and his colleagues and the other Cana
dian archivists involved, for the meritorious preparation
and for the splendid organization of the xnth Interna
tional Congress on Archives.

tional Congress on Archives, held in

Every four years the International Council on
Archives organises a congress with a specific theme.
This time the congress was dedicated to the role of
the archivist in the Information Age. From 6 to
11 September 1992 no less than 2632 archivists
from 123 countries took the trouble to visit the
Canadian metropolis to consider and discuss this
subject. Twenty-nine Dutch archivists were among
them. A report on the various meetings and ses
sions, followed by the recommendations of the
congress.

Archivarissen zijn bij uitstek geschikt om institutionele kennis te ver
werven en over te dragen. Zij immers bewerken en beheren de archieven
van die instituties en hebben geleerd 'institutioneel' te denken. Zij ook
zijn het best toegerust die kennis vast te leggen. Maar de archivarissen
doen dat nog te weinig. De redaktie wil hieraan een einde maken.
De redaktie van het Nederlands Archievenblad
streeft ernaar meer artikelen over institutionele ge
schiedenis te publiceren. In principe is de keus on
beperkt, maar een lichte voorkeur gaat uit naar on
derwerpen van landelijke betekenis of met een
voorbeeldfunctie.
Te denken valt aan de volgende aandachtsgebie
den:
de ontwikkeling van rechterlijke instellingen,
gerechtelijke procedures en de neerslag daarvan
de organisatie van het belastingwezen, zowel op
nationaal, provinciaal als lokaal niveau
de ontwikkeling van de gemeentelijke organisa
tie
taken en bevoegdheden van het provinciaal be
stuur als geheel en in onderdelen (cdic, g s)
de publiekrechtelijke organisatie.
Een artikel behoeft vanzelfsprekend niet het gehele
aandachtsgebied te bestrijken, maar kan een wel
omschreven onderdeel als thema beschouwen. Zo
kan een bijdrage over de invordering van de hoof
delijke omslag zeer nuttig zijn voor de kennis van
het belastingwezen en een artikel over de eerstaan
wezend ingenieurs der genie van betekenis zijn
voor de kennis van de Nederlandse defensie.
De bijdragen moeten bij voorkeur praktijkge
richt zijn en onderzoekers de weg wijzen. Zij die
nen, afgezien van het institutionele verhaal, infor
matie te bevatten over de archieven en hun be
waarplaatsen.
Hoe graag archivarissen ook werken in oude ar
chieven (dat wil zeggen van vóór 1800) en niet na
laten deze aan te prijzen als unieke bronnen voor
de geschiedenis, feit is dat het in omvang grootste
bestand dat aan die archivarissen is toevertrouwd,
dateert uit de negentiende en twintigste eeuw.
Men denke aan de eindeloze reeksen verbalen in de
archieven van de departementen en de provinciale
besturen, de notulen van de vergaderingen van ge
meenteraad en college, de dossierarchieven van de
twintigste-eeuwse overheidsdiensten en de enorme
hoeveelheden tekeningen in waterstaatsarchieven.
Met de moed der wanhoop is de laatste jaren be
gonnen aan de selectie en ordening van deze ar
chieven. De Centrale Archiefselectiedienst in
Winschoten heeft pioniersarbeid verricht, terwijl
bij een aantal gemeentearchieven het aangedurfd
wordt het secretariearchief van na 18 50 aan te pak
ken. Allengs verschijnen de eerste resultaten van
deze vermetele pogingen.
