International Congress on Archives
Recognizing the crucial role of the archivist in the Infor
mation Age: to establish and maintain the integrity of in
formation in electronic form, using established archival
principles and methodology;
Considering that the adaptation of these archival princi
pals and methodology to meet the challenges of the Infor
mation Age includes: shifting the archivists' focus from
the final stage of records to the whole life cycle of informa
tion; defining the documentation necessary to protect ci
tizen rights and ensuring that it is not changed or oblitera
ted; coping with the new information technologies in or
der to manage the flood of information and to guarantee
the integrity of the documentary heritage;
Acknowledging that archival science is the only discipline
that attaches significance to the contextual relations of re
cord and provides tools for an understanding of them.
The xnth International Congress on Archives recom
mends to the International Council on Archives:
Education and professional identity
i To create and disseminate
1 guidelines for core programmes of archival education,
applicable in all countries and prepared in conjunction
with basic research into theory and practice. This educa
tion must stress the analysis and understanding of the
context in which documents are created and distributed,
in particular those wich are created by modern technolo
gy;
2 general and specific archival bibliographies, created by
a network of documentation centres, and including the li
terature contained in the ICA library, to assist the archival
profession at all levels;
2 To encourage its members to organize regular exchan
ges between professionals of different countries and to in
stitute short training courses on different themes of com
mon interest which are open to foreign archivists;
3 To make a special effort to encourage specialized archi
ves and archivists to participate in ICA and to establish
new sections, at the same time insuring coordination and
integration of their programs and activities;
4 To carry on, as a means of enhancing the professional
identity of archivists, regardless of their affiliation or spe
cialization, the current project of an international code of
ethics, while increasing the involvement in this project o
IC a's membership as a whole;
5 To assist those responsible for the professional educa
tion of archivists in maintaining, in the spirit of recom
mendation no. 4 formulated by the xith International
Congress on Archives, a fundumental and independent
education in archival science, complemented by instruc
tion in the problems posed by the evolution of informa
tion media and the necessity of standardization;
6 To stimulate universities and professional schools to
develop a practical education to or integrated with the
one which is given on a theoretical level.
Standardization
7 To call on all members to encourage their governments
to adopt policies on the use of permanent paper, based on
forthcoming i s o standard 9706;
8 To give high priority to the development of a standar
dized archival terminology as a prerequisite to any other
steps toward standardization of practices;
9 To adopt, as the basis for formulating subsequent in
ternational rules, the Statement of Principles regarding
archival descirptions developed by the Ad Hoc Commis
sion on Descriptive Standards;
10 To continue the work of the Ad Hoc Commission on
Descriptive Standards on iSAD(g): General International
Archival Description, to increase the involvement in this
project of ica's membership and to broaden its scope to
include other phases of the life-cycle of archives of any
media and at all levels;

11 To identify, in conjunction with the various archival
areas of specialization, domains of practice where stan
dards should be developed, to formulate a strategy, and to
set priorities for their development;
12 To facilitate, through workshops and publications, un
derstanding of information technology standards among
archivists in order that the archival profession be in better
position to make its requirements and concerns known
and taken into consideration in the development or re
viewof international information technology standards;
13 To encourage and monitor active participation by its
members in the work of international and national stan
dards bodies, in cooperation with other information pro
fessions already experienced in the development of techni
cal and professional standards.
Information technology
14 To pursue the work introduced by the XIth Interna
tional Congress on Archives and identify needs of the ar
chival community with regard to the creation, processing
and preservation of electronic records and access to them;
1 5 To disseminate to the archival community information
regarding emerging technology trends, their application
to archives and records management, as well as progress
achieved in the development of appropriate legislation
and regulations in various countries;
16 To stimulate all archival authorities to develop archival
policies and legislation that secure archival invervention as
early as possible in information systems design and deve
lopment;
17 To develop archives and records management informa
tion technology strategies for countries at different stages
of development that link the use of such technologies to
national modernization efforts and help build and indige
nous infrastructure to support and expand these efforts.
