3 At the request of Our Minister, they shall inform the Keeper of the State Archives
of the setting up or dissolution of central government bodies coming under them.
CHAPTER Vni
Supervision Exercised by the Keeper of the State Archives over Central Government
Archives and Archives of the Public Bodies Referred to in Paragraph 1 of Section 38
of the Archives Act, with the Exception of those Transferred to State Repositories
(Archives Act, 1962, Section 19 and Paragraph 3 of Section 38).
Section 51. The Keeper of the State Archives shall, for the purpose of exercising
the supervision entrusted to him under Section 19 and paragraph 3 of Section 38 of the
Act and to the extent that Our Minister has authorized him to that effect, have Ihe
power to appoint as his deputies Central Government inspectors attached to the Central
State Archives Repository as senior or middle-grade archivists within the meaning
of Section 9 of the Act. He may also, as regards the supervision of records entrusted
for safe-keeping to the State repository in the capital of a province, appoint as his
deputy the custodian of that repository. The latter may, with the approval of the
Keeper of the State Archives, appoint as his deputies such senior or middle-grade
archivists within the meaning of Section 9 of the Act as work under him.
Section 52. The Keeper of the State Archives and those deputizing for him or
assisting him shall, with due observance of the security regulations in force relating
to secret documents, have access to places where records are kept.
Section 53. The Keeper of the State Archives shall see to it that records are kept in
accordance with the provisions of the Act and of such regulations as have been
issued for its implementation. The rules referred to in paragraph 1 of Section 49
shall not be regarded as part of these regulations.
Section 54. 1 The Keeper of the State Archives shall inform the custodian of any
measures that he considers necessary.
2 He shall, at his discretion, keep Our Minister informed on the progress of super
visory activities.
3 He shall submit an annual report to Our Minister on the progress of supervisory
activities during the past year.
4 Our Minister shall consult the person responsible for the records if the com
munications referred to in paragraph 2 or the report mentioned in the preceding
paragraph so require.
CHAPTER IX
Supervision Exercised by the Provincial Executives over the Archives Kept by Muni
cipalities, Water Boards, Fenland Boards and Fenland Polders (Archives Act, Sections
26 and 33).
Section 55. The Provincial Inspector referred to in Section 22 of the Act shall, under
the authority of the Provincial Executive concerned, be charged with inspecting
the records of municipality, Water Board, Fenland Board and Fenland Polder organs.
He shall, to the extent that the Provincial Executive has authorized him to that effect,
have the power to appoint as his deputies such senior or middle-grade archivists within
the meaning of Section 9 of the Act as work under him.
Section 56. The Provincial Inspector and those deputizing for him or assisting him
shall, with due observance of the security regulations in force relating to secret docu
ments, have access to places where records are kept.
Section 57. The Provincial Inspector shall see to it that records are kept in accordance

with the provisions of the Act and of such regulations as have been issued for its im
plementation.
Section 58. 1 The Provincial Executive shall lay down the periods within which at
least one inspection of the records and the places where they are kept shall be made
by the Provincial Inspector.
2 The Provincial Inspector shall inform the Provincial Executive of any measures
that he considers necessary. The Provincial Executive shall, to the extent it deems
appropriate, transmit such information to the person responsible for the records.
Section 59. If the Provincial Executive considers that responsibility for the records is
not being satisfactorily discharged, it may, having heard the person responsible for
them, fix a date before which such measures as it deems necessary shall be ta
ken. The Provincial Inspector shall report on the matter to the Provincial Executive.
If the report shows that the responsibility has still not been discharged, the Provin
cial Executive shall inform Us of the fact.
Section 60. 1 The person responsible for the records shall inform the Provincial
Executive of any plans for the classification and description of records kept in a re
pository whose custodian is not a Municipal Archivist or an archivist referred to in
paragraph 2 of Section 31 of the Act, unless the classification and description has
been entrusted to a senior or middle-grade archivist within the meaning of Sec
tion 9 of the Act.
2 The Provincial Executive shall see to it that the classification and description are un
dertaken under the supervision of the Provincial Inspector. The latter may, to the extent
that the Provincial Executive has authorized him to that effect, appoint as his depu
ties in the matter such senior or middle-grade archivists within the meaning of Section
9 of the Act as work under him
Section 61. 1 Municipal Government Authorities and the Managing Committees of
Water Boards, Fenland Boards and Fenland Polders shall submit plans for the con
struction, alteration, arrangement or re-arrangement of repositories, or for the utiliz
ation of facilities or parts of facilities, for the approval of the Provincial Executive
concerned, which shall consult the person charged with the inspection referred to in
Section 55. They may lodge an appeal with Us against a decision taken by the
Provincial Executive.
2 They shall inform the Provincial Executive of any plans for altering the location
of such records as have not been transferred to a repository.
Section 62. If Our Minister has granted the dispensation referred to in paragraph
5 of Section 22 of the Act, the Provincial Executive concerned shall, having received
Our Minister's approval, entrust the inspection referred to in Section 55 of this Decree
to a senior archivist within the meaning of Section 9 of the Act. The provisions laid
down in this Chapter with regard to the Provincial Inspector shall apply analogously
to the senior archivist.
CHAPTER X
Municipalities in which Senior Archivists should be appointed Archivists
(Archives Act, 1962, Paragraph 4 of Section 25)
Section 63. If the Municipal Council of Amersfoort, Amsterdam, Arnhem, Breda,
Delft, Deventer, Dordrecht, Gouda, Groningen, Haarlem, The Hague, 's-Hertogen
tech, Kampen, Leeuwarden, Leyden, Maastricht, Nijmegen, Roermond, Rotterdam,
Schiedam, Utrecht, Zutphen or Zwolle decide to appoint Municipal Archivists, the
latter shall be senior archivists within the meaning of Section 9 of the Act.
