ceding paragraph and to make reproductions or copies of or extracts from them, or to have such reproductions, copies or extracts made at their own expense. We shall lay down by General Administrative Order provisions concerning the manner and cases in which such rights may be restricted. 3 We shall lay down by General Administrative Order provisions concerning the lending of records kept in repositories. Section 8. 1 Those in charge of repositories shall be authorized to prepare and issue copies of or certified extracts from the records kept there. 2 If the person in charge is a Town Clerk referred to in Section 25 or the Secretary referred to in Section 31 or a member of the Managing Committee referred to in Sec tion 31, the copies made by him of or the extracts prepared bij him from such records as date from before 1700 shall, if they are to be regarded as copies or extracts within the meaning of the preceding paragraph, be visaed and initialled by the State Archi vist in the capital of the province in question or by a senior or middle-grade archivist, within the meaning of Section 9, deputizing for him. This provision shall not apply if the person in charge himself satisfies the requirements of Section 9, provided he states this explicitly in the copy or extract issued. Section 9. We shall lay down by General Administrative Order provisions concern ing the training and qualifications required for the position of senior or middle-grade archivist. Section 10. 1 There shall be an Archives Council which, whether at the request of Our Minister or on its own initiative, shall advise him on matters relating to the keeping of archives. Furthermore, the Council shall perform such activities as We or Our Minister may entrust to it. 2 We shall appoint and discharge the members of the Archives Council. They shall be appointed for a period to be fixed by Us; they shall cease to be members on reaching the age of seventy years. The Keeper of the State Archives shall be a member of the Council ex officio. We shall appoint one of the members as Chairman. 3 We shall appoint and discharge a Secretary, who may be a member of the Archives Council. 4 We shall lay down the procedures of the Archives Council by General Admini strative Order. Our Minister shall issue regulations governing all other matters which require to be regulated. CHAPTER II State Archives Section 11. There shall be a State Archives Department for which Our Minister shall be responsible. A senior archivist within the meaning of Section 9 shall be in charge of the Department. He shall be known as 'Keeper of the State Archives' Section 12. 1 The Central State Archive Repository shall be established at The Hague. The Keeper of the State Archives shall be its custodian. 2 There shall be a State repository in the capital of each province. A senior archivist within the meaning of Section 9 shall be its custodian. He shall be known as 'State Archivist'. 3 We reserve the right to establish State repositories in addition to those provided for in paragraphs 1 and 2. 4 The Central State Archive Repository may be designated by Us as the Stat repository for the province of South Holland. 5 We shall determine the further organizational structure of the State Archives De partment. [192] Section 13. 1 The Central State Archive Repository shall be for the keeping of the records of public bodies whose responsibilities extended or extend nationwide. 2 The State repositories in the provincial capitals shall be for the keeping of the records of provincial bodies, including former provincial and departmental bodies. Further more, the records of central government bodies in the provinces and of the bodies referred to in paragraph 1 of Section 38, whose responsibilities did not or do not extend nationwide, shall be kept in the State repositories in the provincial capitals J We reserve the right to lay down that records of public bodies whose responsibili ties extended or extend nationwide be kept in the State repository in the capital of the province where such bodies were or are established. 1 We reserve the right to lay down that records of public bodies whose responsibilities extended or extend over more than one province but not throughout the entire coun try be kept in the Central State Repository. 5 Our Minister shall decide on the keeping in State repositories of records other than tee referred to in paragraphs 1 and 2. 6 In the event of the establishment of State repositories as referred to in paragraph 3 of Section 12, We shall designate the records to be kept there. In so doing the provisions of paragraphs 1 and 2 may be departed from. Section 14. 1 The State may be party to agreements such as are referred to in the loint Agreements Act and in Section 32 of the present Act concerning the keeping and custody of records in a joint repository. 2 The State shall, in virtue of a Decree to be issued by Us, be party to such agree ments as are referred to in paragraph 1. We shall lay down what central government My records shall be kept in the repository referred to in the preceding paragraph, in so doing, the provisions of paragraphs 1 and 2 of Section 13 may be departed from. Arrangements in which the State participates shall not require any approval. Section 15. As regards registers of births, marriages and deaths transferred to a state repository, the custodian of that repository shall be the keeper within the meaning of lite Third Title of the First Book of the Civil Code and the custodian shall be respons ible for the making of such notes as are prescribed by law in the margins of tee registers. Section 16. The Upper and Lower Chambers of the States-General, the other High Councils of State and the Head of Our Office shall be responsible for their own re cords, with the exception of those transferred to a State repository. Section 17. Our Ministers, Heads of Government Departments, shall be responsible ior the records of their Ministries and those of the central government bodies for iich they are responsible, with the exception of those records that have been trans- ierred to a State repository. Section 18. The manner in which the responsibilities referred to in Sections 16 and 17 are to be discharged shall be laid down by General Administrative Order. Section 19. The Keeper of the State Archives shall, under the authority of Our Minister and in accordance with rules to be laid down by General Administrative Order, exercise supervision over the keeping of the records of central government bodies. CHAPTER III Provincial Archives Section 20. Our Commissioners in the provinces shall be responsible for their own words, with the exception of those transferred to a State repository. Section 21. In accordance with regulations to be laid down by the Provincial Coun cils, the Provincial Executives shall, subject to the provisions of Section 20, be [193]
