taar. Tijdens het congres in Beijing stemde de algemene vergadering van de ICA
unaniem met de laatste versie in, onder de voorwaarde dat in de definitieve tekst
zou worden verwezen naar de plicht van archivarissen om samen te streven naar
de repatriëring van (misplaatste) archieven naar hun land van herkomst.3
Een beroepscode heeft zowel interne als externe werking. Ze moet de beroeps
beoefenaren een gemeenschappelijk kader verschaffen voor het maken van pro
fessionele keuzes en de maatschappij het vertrouwen geven dat de
beroepsbeoefenaren zich in hun beroepskeuzen alleen laten leiden door het
maatschappelijk belang dat zij als professie beweren te dienen.
Het archiefcongres van Beijing stelde uitdrukkelijk vast, dat de code zich op
archivarissen richt en niet op regeringen. Daarmee heeft de archivarissenprofes-
sie op de drempel van het non-custodiale tijdperk voor het eerst zijn professione
le autonomie benadrukt. Sinds het congres van Beijing is niet alleen het werk en
de wetenschappelijke discipline, maar ook het beroepsbeeld van archivarissen ge-
deïnstitutionaliseerd.
Het is duidelijk dat de archiefgemeenschap met de aanvaarding van de code
een grote stap vooruit heeft gezet, maar dat er tegelijkertijd nog heel wat moet
gebeuren wil de code handen en voeten en vooral tanden krijgen. Dat betekent in
de eerste plaats, dat de internationale code in nationale codes moet worden
geoperationaliseerd en dat daarbij wellicht sancties moeten worden bedacht voor
beroepsbeoefenaars die in strijd met de code handelen. Veel fundamenteler is,
dat de toelating tot de beroepsgroep eenduidig moet worden geregeld. Een code
richt zich tot alle beroepsbeoefenaars en niet alleen tot diegenen die lid zijn van
de archivarissenvereniging en dat maakt een systeem van certificering tot een
noodzakelijke voorwaarde om de beroepscode praktische betekenis te geven.
In dit licht is het des te interessanter om te zien op wie de tekst van de code
zich richt. Op archivarissen, natuurlijk, maar wie worden daaronder begrepen?
Het tweede artikel van de preambule maakt duidelijk dat het hier niet alleen
meer gaat om archivarissen die in het openbaar archiefwezen werken: "met de
term archivaris worden in deze code al degenen aangeduid die verantwoordelijk
heid dragen voor het toezicht op en het behouden, bewerken en beheren van
archieven". Maar in de Engelse versie horen de records managers er nog niet bij.
Daar luidt artikel 2: "The term archivists as used in this code is intended to
encompass all those concerned with the control, care, custody, preservation and
administration of archives" en dus niet van records. De paradigmaverschuiving is
nog niet voltooid.
According to the American sociologist Bierstedt a Frenchman will say that
America has a civilisation but no culture whereas an Englishman will contend
that America does have a culture but no civilisation, both of them meaning
the same. I myself am inclined to agree with the English but an expert on
French culture will without any doubt support the French view. Let us avail
ourselves of the confusion and define civilisation as a culture where people
have learned to project oneself in the spirit of another culture. In particular,
one could call an individual civilised if he or she shows to be able to step
into the shoes of a foreigner.

1. Introduction: a backstage profession
"Yesterday afternoon a sad message spread over town, a message which surely
did not fail to arouse deep regret in a wide circle. Mr Johan Adriaan Feith,
State Archivist of this town has died yesterday amidst his occupations, in the
age of 54."
These are the words, ladies and gentlemen, with which the local newspaper
Nieuwe Groninger Courant of Wednesday January 29, 1913 announced the
decease of J.A. Feith, well-known in the archival world both inside the
Netherlands and abroad. I will not read the complete item to you. Yet I would
like to quote a couple of sentences, because they indicate neatly the way an
archivist is looked at by the public.
"The deceased belonged to the most renowned and worthy inhabitants of the
city of Groningen, to those, to whom many people used to turn for informa
tion, mainly in the field of history. No masquerade has been organised, no
historical procession, without Mr Feith being consulted. As an author
on subjects concerning city and province, he was held in high esteem and no
less so as a speaker at soirées of the Society for Public Welfare or the Society
of Craftsmen."
In addition to that, the newspaper noticed Mr Feith's many historical writings
and his merits as the founder of the Museum for Antiquities. Although the
report did not fail to inform the public that the deceased had held the position
of State Archivist, it was left without mention that just being an archivist had
been the basis on which J.A. Feith had done so many things for the benefit of the
local community. Furthermore, no word was devoted to the contribution this
man had made to the development of the archival profession. The first landmark
in the process of professionalisation of the archivist's occupation in the Nether
lands was the establishment of the Vereniging van Archivarissen in Nederland
(1891), the second was, some years later, the publication of the Manual for
